As a recent seller I learned the state if Arizona has some new rules for car sellers. In the past I've been able to transfer an open title to someone else without registering the vehicle to myself first. You can no longer do that as I discovered today. Now you have to be listed as the owner on a title and provide either a current emissions approval or proof the car is currently insured with antique auto insurance. In my case I had to pay for registration and plates for one year for a car I sold today (total waste of money). Additionally, I had to insure that car with Hagerty and show a proof of insurance to MVD. The net, net is that you will now need to figure the cost and the hassle into any transaction you do with an in state buyer. I'm not sure what happens with an out of state buyer. I literally spent six hours visiting MVD 4 times today to get all that sorted out, Arghhhh! Clearly the reason for this is to generate more revenue for the state of AZ. The only good to come out of today is that the buyer of the 210 (very nice young man) is happy and he will likely be joining our group. Let the seller beware!

Man that is bad news. I was upset with State of AZ earlier this year when it came time to renew my registration and saw an extra $32 Safe Highway Fee on there. After searching on the internet about how this fee came about I was even more disappointed. Not liking the direction we are headed.

I have never tried to sell a car that was not in my name but I did just recently purchase one that has an open out of state title. I was assured it would easily transfer to me once the initial VIN inspection is completed but I always hold my breath when it comes to the MVD and don't even get me started with the emissions stations.

Thanks for sharing this info although it has me a little worried now.
