Try the rubber hose first since it's so easy and quick. A few bucks worth of hose, a few clamps, and a brass T will tell you if this is your problem. Just be sure to use Vice Grips and clamp off the fuel return hose between the rail and the chassis hard line during the trial. Let us know if it works and then let us know if the permanent isolated washers help. You should add isolated washers on the bolt head side as well so the heat transfer is broken on both sides of the brackets.
